国家财政部再公布出口关税调整方案，自12月1日起取消玉米和大豆当前5%的出口关税；小麦当前20%和稻米当前5%的出口关税税率则将下调至3%。在粮食制品方面，玉米制粉及淀粉当前10%的出口关税将取消，小麦面粉及淀粉出口关税将从25%下调为8%。另外，取消动植物肥料每吨460元的暂定出口关税，取消或降低当前为100-150%的化肥特别关税。
分析人士认为，政府此举主要目的在于鼓励出口，在国内农产品价格偏弱情况下保护农民利益。实际出口量及价格或难以迅速提升，主要因为今年下半年以来国际农产品期货价格暴跌，加上当前国内玉米和芝加哥期货交易所(CBOT)玉米期货的价差不大，但长远而言，降低小麦出口关税对国内小麦价格将起到支撑作用。
